Wouldn't it be helpful for citizens and city leaders alike, to see where graffiti was reported, housing code violations occurred, or water quality issues were in our city? (to name a few) See more 311 services here: http://www.ci.minneapolis.mn.us/311/online/index.htm
City departments could plan budgets and target tactics around actual data. AND, people could SEE real needs in real time and motivate their city leaders to take action. Finally, it could help instill neighborhood pride for "hoods" that typically are perceived as "crime-ridden" when everyone could see the data saying it wasn't. Of course, this works in opposite manner for those hoods perceived as "good" neighborhoods that are actually crime-ridden.
